Maybe this game didn't originally have transferring resources, but because it's suddenly a Homeworld game, it's expected to be there and subsequently throws everything out of whack. Has this strategy ever actually worked? It seems like a really easy way to create expectations for mechanics that don't mesh with the original design. So, this similar to the Dinosaur Planet -> Star Fox Adventures situation where an existing franchise gets grafted onto an original game. Just think of this as a spiritual successor to Homeworld, originally developed by a lot of the people behind the Homeworld series, but meant to be a ground based vehicle RTS (look back to when it was called, Hardware: Shipbreakers).
